I wonder what it will take to get a tank like that back to normal or perhaps its at a point of no return.
This should have been your question. Not so fast with the big water changes and lights off. Take it easy. First of all are you using RODI water for mixing salt? And it's time to get your hands dirty. Get an old tooth brush and start brushing.

I wouldn't even bother trying to do water changes on a tank that bad just take out the rock scrub it and cook it for a while, dump all the water and start fresh. A tank doesn't like THAT over night. Must have been at least a month of running old bulbs running dirty unfilter water etc. But it's not your tank so...
