That type of lighting scenario is ok, in my opinion. Many aquarists are to caught up with watts per gallon and coral selection with regards to lighting. Remember that lighting reflects just part of maintaining optimum corals growth and health! Ideal water parameters, temperature and water flow also need to be addressed to fully produce the best coral health, growth and color.

Moreover, you can have intense lighting, but not necessarily experience the best results as contaminants, tannins like glebstoff and turbidity can alter the amount of PAR and PUR that are essential to symbiotic corals.

Also, to take this issue one step further, corals are very capable of adapting to various lighting intensities, the only problem is that, the vibrant colors may not necessarily be realized. There are ways of handling this problem, however, by adjusting the hight of your lights above your tank as well as you have the opportunity of adjusting your corals up or down in your tank to increase or decrease light intensity necessary to each individual corals needs!

Hope this helps somewhat!

Yes, I think you can maintain certain species of SPS like Bali Green Slimer, Millipora Acropora, Montipora, Seriatopora(birdsnest) and Pavona. Growth of these corals requires calcium, magnesium and alkalinity values to be sufficient as well as reduction of phosphates since they tent to slow growth in hermatypic corals.
My suggestion to you with employing this Tek T-5 lighting is place these corals higher up in your tank. If investing in LED lighting isn't practical of affordable at this time then go for it. What lights do you currently possess? You may want to hold out and save up more money to get LEDs like the Acan or Radium LED fixture?
