this particular species (tisbe) is much smaller than tigriopus californicus (tiggers) and is benthic so there's a high chance of many pods settling into your rockwork well before they can be eaten by fish, even when added during lights on.

i feed pods daily to my dragonface pair, hector goby, mandarin, and have seen my anthias, firefish, cardinals all eating them too. corals get some too and seem to close and eat them.

to seed just add to fuge after temp acclimation and it would help to kill flow for about 1-2 min to let them sink and attatch

Depends on what results and speed you are looking for, if its strictly to feed pod eating fish, the bigger the better. For seeding your tank literally any size. Ive even emptied bags out and have seen anywhere from 10-25 mixed adults, juvi, babies in a couple of drops of bag water.
