I second this Idea... Put up a fence and you will never have any issue with people coming into you land.You know what they say good fences, make good neighbors.
Fenceing is an easy solution but why should he have to put up a fence to accomidate someone not respecting someone elses personal property.

If the dog is on my property and I have given the owner fair warning, how can this be animal cruelty? My back yard is already fenced in. As far as fencing the front yard, it will look awkward.
The best course of action is to video tape the dog on your property and then take the tape to the animal control officer with a complaint or you can contact the ASPCA and report your neighbors for animal cruelty for leaving the dog outside unsupervised and without a leash creating a potential danger for the animal or you can go to civil court and sue your neighbor.
