Orange cyano bacteria?

Hello,

I've seen people post about purple slime bacteria (Cyano) which can form on rocks and substrate. My saltwater tank recently developed this orange stuff on larges patches of the substrate.

Is it cyano bacteria? What can I do to combat it? What is the main cause?

Any help is as always much appreciated...

using GE Smartfilter filtered tap water with Stress Coat (to remove possible Chlorine)

Nitrate: 40-80 ppm
Nitrite: 0
Ammonia: 0
Total Hardness: 161.1
Total Alkalinity: 9
Calcium: >520
Phosphate: 0.0-0.5

Photo period approx. 8 hours/day

this is a problem Nitrate: 40-80 ppm and this Phosphate: 0.0-0.5. What test kits are you using to test with?
