I have converted the guts of the proposal over.
Mike King indicated that the version I have was an earlier one: The final one was trimmed a bit, but was lost in a hard drive crash. Hence the numbers being a bit higher than 350K.

Without further ado:

Timeline

Two teams of trainers doing 30 villages in 12 months.
Total time: 15 months, including following up with the villages.

Trainers:
Salary $125 per day for 200 days
Per Diem: $25 per day
Air Fare: $2000 (two trips from US)
PI transportation: Figuring 20 moves at $75 each.
Total budgeted: $62,500

Looks more like a budget than a proposal. That aside, was something comparable to this directly submitted to MAC? I understand that a draft something-or-other was sent to John Brandt for his comment, but was anything directly sent to the MAC office in Hawaii?

This is apparently what survived the HD crash. I understand from Mike that this is an earlier draft of the budget, where they were still hammering out the details on costs and where to train. I have seen the full large proposal: It is a hefty 9 or 10 pages, followed by a few pages of budgetary info. Mike King has told me that I cannot release this proposal. It may still be pending, and I am guessing that he does not want it in the public domain.

(It is not unheard of to have a group pull the top page off a proposal, substituting their own, then submitting it as their own and getting funding... So I understand and will respect his wishes.)

More than this, direct your questions to Mike King. I probably cannot answer them...

Using simple math;

2 training teams for 30 villages in twelve months
-that is 15 villages per team in 12 mths

Each trainer is paid a salary and per diem for 200 days
- I am assuming this is paid training days.

This would allow for a little over 13 days of training per village.

Is this enough time to train a village adequately to ensure that no backsliding occurs? Is the 200 days paid to trainers included in the follow up? If yes, this would allow for even less training.

This proposal was strictly for net training. The Ecosystem component was for mapping, doing quadrant sampling, helping to create an ecosystem management plan, etc.

This is strictly bare bones net-training, handling, and ecosystem management planning.

It does not take two weeks to tell me whether you submitted the proposal to MAC or not.

Chose one of the following:

1) Yes, I sent a formal proposal/budget very similar to this to the Marine Aquarium Council in Honolulu, Hawaii.

2) No, I did not.

Give Mike a brake, it may be that easy for you to rip out an email while working in your little cozy lab in OK on salary, but in Samoa and other remote islands it is not (I don't see you giving up ALL your roots, and moving to an south pacific island to work on environmental problems with very little starting $$$). Mike is working, WORKING OK? He probably won't be near an internet connection for a while, or he might just BE TO BUSY TO LOOK AT THIS FORUM OR RESPOND TO IT. This forum isn't his partner, his BOD, his boss nor his wife, he has ZERO obligations to this site. If he say's it'll take some time to respond to this forum, its his own right to do so. Paul H. has been asked a million questions, and he's NEVER responded once. Some people don't make this forum their life, you can't force them to do so. Take a week off, you'll see theres more to life then this forum.

Please understand the context of frustration under which I posted what I did in this topic thread on July 15th:

I was disappointed to see the apparent dissolution of negotiations between CORL and MAC to do joint net training with AMDA. There appeared to even be some controversy about whether the proposal was properly received by MAC or not. Hoping that this was some sort of misunderstanding between the parties I asked a simple question of Mike King here July 14th: "where was the proposal sent?" I did not want specific details about the proposal or even a lengthy answer. Instead of a reply to my simple question we all received, on July 15th, Mike King's message to take it off-board to private email and that it might take a week or more to get a reply.

Without any interest in publicly discussing possible ways to resolve the impasse the joint project is indeed finished before it started. Also, the AMDA net training project suffers a setback which is sad.

One last comment, as a geologist specializing in environmental remediation, pollution prevention, and waste minimization I have spent many, many long days in the field and years away from home in service of the environment.
