The importers do have a group to lobby for them- PIJAC. And Nancy's right- MAC/MASNA/AMDA can't do any lobbying because of their non-profit status.

Of course there would be opposition to a stateside test. As with every undertaking since the dawn of time there is support and opposition. Just because someone is going to oppose it doesn't mean we should sit back and do nothing.

I do not know the time frame to perform a CDT, Peter Rubec would be able to clarify this, but this would obviously have a major impact on importations of fish if it was a great amount of time.

Shipments would obviously have to placed in quarantine while a test performed. There goes the tranship trade.

A test requiring quarantine of an entire shipment would cause more harm than good. The obvious answer here is that F&W just take a few random samples when they release the shipment. You can't have entire shipments held up for hours upon hours awaiting test results. And I doubt a test could even be done in a few hours.

Hmmm I could have sworn there are many exceptions that 501(c)(3) can use in order to lobby. Has something changed in the past 2 years?

According to MAC they will not even need 501(c)(3) status in a year or two when they are self supportive.
