Why can't a business come up with a model where they can guarantee collection practices and handling of their product "from reef to retail"?

ie Wholesaler "Quality Dwelling Under the Sea" sets up their own collection stations, hires their own collectors, ships and packs only their own fish, and delivers them to their facilities in LA. Where they are then sent to the retailers around the country. Wouldn't this type of set up be more profitable than relying on the often inconsistent and uncontrollable methods we're relying on now? What is preventing this from happening?

Or in other words, why must we rely on Not for profits, or government agencies to do this, when simply the drive for the almighty dollar would be more than enough? Especially if it has already been established that it's *good business* to sell healthy animals.

You could. It is called 'vertical integration'.

You need a Filipino to set it up over there.
(As I understand it, us puti cannot own land in the Philippines. Businesses also have to have a Filipino to run it and something like 60% of the capital to run it also has to be Filipino...)

Over here, no problem.

I believe that is pretty much what Elwyn Segrest has done. I think the company that he owns a part of in the Philippines is called Brem. Steve or Mary could probably tell you more about it.

Most collecting stations all over the world run on staff divers. In those there is accountability all the way up the line to the boss.
Although in the Philippines and Indonesia there are also always arrangements with different suppliers, there are always freelancers shopping their produce all over town.
A glut of fisherman trying to sell their stuff, especially their overstocked stuff keeps prices down and allows the dealer a lot of control.
Having enough staff divers deployed all over the country to bring in the variety would be a feat for a well financed operation.
It would involve a lot trust, commitment, loyalty etc. Such an arrangement would be largely dependant upon the quality of the team that is put together and the vision of the owner.
Thats up to the business people to progress beyond the fuedalistic exploitation and cutthroat tactics often employed now.
Ask them.

Put it this way - Elwyn Segrest wouldn't exactly make the top of my list of pioneers of cyanide reform.
