We have a copy of the criminal charges as a pdf document but cant up load it for some reason. Can anyone help with this?

I printed the PDF, and scanned it into a Word doc. Here it is just as I received it.

Most companies have standard verbage that ingoing and outgoing messages from a work email account and/or from an employer owned computer can be monitored. I have no idea whether this might apply in this case, but it is something to consider.

I read the Commerce regulations and the affidavit of the individual.

This is not a criminal charge laid by the police or prosecutors.

It is in the nature of a 'private information' which can be laid by any individual who feels they have been wronged. It is a quasi-civil type of suit.

If I were any of the 'accused' I would sue the poster for libel and slander whoever he/she is.

Sadly, the anti-MAC thing has come to this!

If you make reference to a PM someone has sent in a forum you would be guilty of this 'charge'

If you asked for and received PM information sent to you, you would be guilty of this charge (RDO take note).

I have served the Marine Aquarium Council with commitment and loyalty. I saw it a great opportunity to elevate my personal advocacy to higher levels of relevance and impact. The same commitment and dedication I gave to my movement the Save Mother Earth Movement Philippines, I gave to MAC. I admit that my commitment and dedication to the programs of MAC gave me fulfillment and an opportunity to challenge myself, but this same dedication made me see the ills of MAC as an organization. I have seen the trainers in the different places risk and sacrifice their lives to the extent of leaving their beloved family yet they are not given an equitable income and benefits. The broken promises made to my fellow Filipinos in Tawi-Tawi, Cagayancillo, Bohol, and Northern Palawan, by the leadership of MAC, are taken lightly; as if these poor Filipinos are just kids that can be cajoled with empty promises then left alone to cry. Well, maybe promises are just promises, but not when the integrity of the advocacy of MAC is put into serious doubt due to mismanagement and insensitivity to the plight of the Filipinos and the government institutions working hand in hand with MAC’s management. Not when supposedly concerned International NGO’s make money out of the misery of the third world and its poor people such as ours.
The point I want to make to you is that he was never an anti MAC person!
In fact...he was as pro-MAC as they come.
His change of feeling comes from his own experience and has nothing to do with the long running debate about MACs non productivity or accomplishments.

I'd say that reefs.org shouldn't allow this kind of "posts". As always, a coin has two sides. I had the opportunity of knowing many filipinos, there are good ones and bad ones.... as anywhere else.

But...
these are the evidences of cracks in the facade and the orchestrated public image.
There are many cracks in the facade...but few get play in this manner... especially from a poor Filipino worker blowing the whistle on a rich, foreign group.
We believe in Democracy and free expression of grievance here...we should embrace it abroad as well. That is if we actually understand the rights we boast of.
I trust in the boundaries imposed by the moderators and feel that the discussion has merit.
Many of the points about MAC vis a vis treament of the locals jive with reports that have not been so officially registered.
I just got off the phone to an ex- trainer of theirs who turned them down for futher employ because of this.
I find it interesting that when the question arises between allegience to the cause of the reefs and the fisherfolk and that of the million dollar, top-down NGO that produces so very little...that our finest Northern liberals side in knee-jerk fashion with the Yankee NGO.... :lol:
What are we professing to embrace here....pro-Western tribalism or environmental/industry reform?

Wayne....I wish you could/would pm Cyrus and hear his side and not rely on this forum for 100% of your world view on things.

I agree with you Jaime.

And Steve the issue is not whether he is pro or anti MAC,
The issue is whether anyone has the right to say that persons are charged with a criminal offence when they are clearly not.

All we have is that a person is accusing MAC of hacking their email. I don't see a problem with it, but will forward to others who are more in the know than I.

I do have a problem with the conclusion jumping and the assumptions made in response to this very small piece of information.

It seems that this complaint is a matter of public record, and as such, can't really find a reason to not allow it to be posted here.
I agree that there are two sides of the coin, and would hope that the other side would post their opinions.

As it stands, I don't really see it damning MAC at all. Anyone can file a complaint against anyone else - its the decision of the courts regarding such a complaint that means something.

I do think it is bad form to post that this is more than it is and will look at taking action on such future posts.

You are dead on target...this is a criminal complaint filed by a Cyrus Macasera. To my knowledge we all stil believe in innocent until proven otherwise. The complaint was filed April 5, 2006. The investigative body will now determine if there is enough evidence to formally bring charges against any of the respondents. To my knowledge, no one from MAC nor MAMTI have been charged with any crime.

Even if they are charged formally, that does not mean tha they are guilty. Just that there was enough evidence to move the complaint to the next phase. On the surface this may look sorded and dirty, but at the factual case level this is hardly a smoking gun.

I think the substance of the letter Cyrus sent was more important then the question of improper dismissal.
Re-read it folks.
The substance of the letter was damning and has been watered down by the question of propriety in the manner of complaint.

Then again,
For years Capone got off on all his crimes of substance and got nailed on the smaller one. What a poor system... but the numbers on paper trumped murder in his case.
The nation reviled him for the real crimes...not the one that put him away.

In a larger sense, I don't care about the content of the substance of the letter, I care about the legalities and how the effect RDO. You want to start a new thread about the letter go right ahead, but this thread is too mixed up with unproven claims of proof of criminal doings to stay open.
