Guys,
For many years I have lived with fishes I have caught and as such get see the cause and effect better then most.
I have had live wells of fish break loose and float to the surface before decompression was finished.
The % of protruding eyes and lateral lines busting out was disproportionately high in those particular fish all other things being equal.
Though not the only cause of bubble eye....faulty decompression can sure cause it and it seems quite logical that it would!
The pressures building up thruout the fishes circulatory system looking for a weak place to break out and cause havoc clearly split the fins first and foremost.
Then the stomach and the eyes suffer next as air bubbles expand and displace and tear tissues.... setting up all kinds of grief and secondary complications.

In Hawaii I personally know of wholesalers who have taken buckets of their never to be sold bubble eyes for a trip off the local pier. They had done it ...routinely for many years.

P.S.
Even Duce Bigelow chucked a puffer off the Redondo Beach Wharf [ brrrr] that he "saved" from a sushi bar. This was seen as a humanitarian act in the movie. :D

Gresham, I don't think it is necessary for them to still be in business. If they broke the law, they still can be prosecuted (provided enough evidence exists).

 we can't even prove a fish was juiced by anyone person, just how in the world are YOU going to prove fish came from a now defunct wholesaler? A bunch of hearsay? Good luck  I mean, it's like the futile search for the ever elusive Bigfoot. Maybe CSI Miami can help???

Steve,
Sorry - I still disagree. I have a paper coming out in Coral magazine that further explains exopthalmia and its causes. Mechanical damage, the tossing of the fish's head back and forth in a net, is the number one cause of this. It can be bilateral or unilateral, it can produce visible bubbles or not, it can resolve on its own in a week, or not - all from the same cause. It can be worsened if this happens to a fish at depth, just as it can be resolved by repressurizing the fish but it is not caused by faulty decompression.

Gresham,
That's o.k., I really don't want to remember the name of the wholesaler I'm thinking of that badly, I agree, to name them would be hearsay. I'm content to maintain that there is a good possibility that SOMEBODY released these expensive, healthy fish, in excess of what is seen in all other areas of the US around 2001 to 2003. So - we have the what, where and when. To further speculate on the who or the why would require more information than we have...
