New 2009 CITES info out?

Guys, sorry to redirect you all to another forum on this one - Len (a fellow aquarist) posted up a link to a document regarding 2009 CITES stuff. I think he may be misinterpreting it a bit, but with the pending MOVE from Chicago to Duluth, I shouldn't even be ONLINE right now (and certainly can't browse what he posted). What catches me is his interpretation that 'if it's not on this list, it's banned'. If anyone could comment here and/or there after perusing the document, I'd certainly benefit from the response.

Matt, from what I read and have read in the past about cites, you are correct. If it is listed on an cites appendix then it is monitored by cites. Also all those animals are from north america, so my guess is these are the animals we don"t want exported to other countries without supervision. The level of supervision depends on which cites appendix it is on.
