I would suggest that you put it in your tank that way your fish can feed off of it and if you decide to get corals and such it will provide a base to attach them to. Also the rockwork provides hiding places and such for fish and will reduce the stress of some.
Yes the size of your tank would help. I would suppose that if you want a hob the tank isn't that big, between 20 - 55 gallons. I would suggest and aqua c just off the top of my head. They kick butt and are resonably priced.
I not sure I understand what you meant by having no flow. If you mean inside your tank you can just add some powerheads or maybe a tunze stream or two. If you like the idea of some extra plumbing you could even add a closed loop.
Most overflows have a max flow rate they can handle, but the actual flow they recieve is determined by the return pump. They can only discharge water as fast as the return pump can send it to them.
I would also suggest using the 50 as a sump and maybe the 20 as a fuge if you have space for it somewhere.
I would upgrade to a larger skimmer a euro-reef if you have the room and the money. But Aqua c's are good as well.
As for lighting the setup they suggest is a good one. But the lighting...
I would say that it is possible but I think the the streams are safer than powerheads by a long shot. And as with everything we add to our tanks there is a minimal amount of risk involved.
I like the remover too. I would alos suggest that you look into adding a sump. You could have your fuge and dimmer and all that other stuff out of sight and all in one general location.
I think I'd go with 2 250's w/ vho's Metal halides only cover 2 feet area for each bulb so eventhough the 250 have a higher wattage they still will no cover you whole tank with light if you only use one.
