Another likely reason is lack of availability in the wild. Certainly many of the Bohol reefs are heavily depleted. So if CAMPs are located in already depleted areas, it won't matter how many nets are used ... the fish aren't there.

I like the DAMPZ idea - that is exactly it. Conservation efforts in Bohol must focus on rehahabilitation, with serious social work involved.

I guess one of the problems with certifying areas is that it then implies that all fish caught from that area are from healthy, hunky-dory populations.
