They have lots of uses in freshwater.
They are quite ueful if you have a high load FOWLR setup and don't care about nitrates.
They do work very well for nano's as well. Lots of biofiltration eithout taking up space, use it to power water movement sans ugly powerheads, and nitrates..... well...

I think i'd put some liverock in there. I wouldn't bother with any chemicals, I'd jsut do a regular water change every week - I'm not sure if I'd add a skimmer or not at that size. These setups have worked very well for me.
How much is downsizing going to save you? You already own the 'reef stuff'. Just stay FOWLR, or use what you have and don't bother upgrading anything for bit? Why do you 'need' to change lights - do you really 'need ' to?
Aquascaping smaller pieces is a p.i.t.a. in my opinion. Next time I would get nothing less than 5 lbs in size.
