The windows in this house are very old and extremely drafty. Last year I used those window kits with the thin plastic sheets. They didnt help much so this year I bought thicker plastic rolls as well as foam strips for the windows. The problem is when I put a strip of foam on the bottom/top of the two window sashes ( or even just on one ), the lock parts dont line up and I can't lock the windows ( plus some of the windows are so old that if they dont get locked, the top window sash falls down. Any suggestions?

if you can pry the windows together with a screwdriver and lock them if there are no grooves to use a screwdriver loosen the screws on the locking mechanism (if it's screwed type) lock the windows and lightly tighten the screws back
If none of the above suggestions work get a piece of wood and wedge it tight between the top and bottom windows to keep them closed and secure

if the house is rented.. try to convince your landlord to replace windows...because the heating bill will go up too because of poor insulation...

same thing if you own it...pays off at the end in saving gas/electric

if you want to go ghetto...use packing tape to tape up the gaps to keep cold air out....

I rent. I've been talking to the owner about replacing the windows since the first winter last year but he refuses. we're considering our options as far as moving but it wouldnt happen for a few months.

I'd go with the heavy plastic and heavy duty tape on all the windows that you will not be opening. And then add insulated draperies as well.
Also see what you can do with the door! I installed new windows in my house, but I am still getting tremendous draft from my front door.:( It is a special size door not inexpensively replaced.arg

Yes. Otherwise I would just pump up the heat and let the landlord worry about it. I'm putting up the plastic tonite so we'll see if it helps.
