I use www.lunapic.com to upload my pics when im on the pc and plus its free and u can desigh your pictures how ever you want it to be =)

Windows also has its own picture editor. Right click your file, open with, microsoft office picture editor.

This will let your resize, compress, do minor touchups, it's not powerful but it is a quick way to get the job done.
