HI,
I have a Nikon 4300 and am going to the Brickyard 400 NASCAR race tommorrow.
I am looking for some tips for getting decent shots of the carts at high speed.
Any info would be most appreciated.

Since it's outdoors, it'll make it a lot easier (unless it's a nighttime race).
Open up the aperature and perhaps set ISO to 200 or 400 so that you can speed up the shutter (in order to freeze-stop the fast cars). You may have to do manual focusing since the camera's AF will have a tough time tracking fast-moving objects. Basically, preset the focus at one focal point and be patient, shooting the car(s) as they lap the same spot. If you have a monopod or tripod you can bring, they would help greatly to sharpen the image.
I have that camera. The ONLY complaint I have with it is that the 200 and 400 ISO equivalents produce very grainy pics. This is true of all cameras, but particularly this one I've found. Hopefully it will be a very bright day for you.
I would first try to do what you can to keep it at 100- open the aperture fully. You will be better off correcting slightly underexposed shots in photoshop than you will be getting correctly exposed shots in 200 or 400, IMHO.
