Hey guys sorry to jump in the forum but im in the market for a camera don't know much about cameras I know nikons r great. I want to keep it under $400 and waterproof but still getting great pictures even though it waterproof

I dont know if you can get a good quality camera that will be waterproof for that price. My suggestion is get a regular camera and buy the waterproof kit for that particular camera.
