Valves: Ball or Gate

Can ball valves create any noise or air bubbles when partially closed.
It seems like gate valves should be used when you have a senesitive skimmer, and ball valves can be used at any other time

Having used both types of valves in the fire department they can both cause noise. Bubbles I don't know about.
