Protein Skimmer required on FOWLR?

I'm going to be starting up a 75 or 90 gal FOWLR. Will have small clean up crew as well. Would a protein skimmer be mandatory? I'd like to go with about a 1" sand bed in the main tank. Later when I go reef add a 4" sand bed in the fuge.

Mandatory? No but it does help to have one specially if you plan on changing over to a reef tank.
