Without a pic of the chip it's really hard for people to comment. All the above advice is pretty sound.

Duke the silicon will bond two pieces of glass together, but it won't do anything for chips and cracks. the epoxy will fill the chip and harden,
kind of replacing the glass. the silicons consistancy will not allow it to do the same thing, it will always have some give to it. I hope that made sense.
