New tank

I just set up a new 60 gallon tank. I have put in live rock and am waiting for the tank to cycle. The tank has been going for over a week now and it has started getting a brown dusty coating all over the substrate and rock. I used 100% RO water with oceanic salt. I am wondering if this is normal and will it go away?

Yes, it's normal, and yes it will subside with time. New tanks usually go through several algaes phases in the first few months (sometimes longer).
