HI, from my experience I have just added the rock to the tank, cycled with the lights on, and let the system run its course. Having the lights gets everything going IMO, and intiates all of the algea blooms that you need to get out of the way in order to have a healthy tank. I cycled my tank for 6 weeks, running the lights at a constant duration during the day. As of now my water levels are good and I'm ready to start putting in some stuff. Lights on - IMO.

As far as cleaning the rocks, you may want to blast off any debris with a powerhead; that's the furthest extent of cleaning I have heard of.

I just put it in the tank. I start with the lights off, but turn them on after a week or so. I start with just a few hours at first then build up to the time I want them to be on for.

I'm with Wazz, that's the way I do it with questionable live rock. To answer the other quesiton, scraping is good if there are dying bits of goo on the surface of the rock. Then you are better off not adding the rotting stuff to the tank. Otherwise, I don't usually scrape good quality rock.

Well, no not really. There isn't any livestock in the tank yet, right? All you are doing during cycling is breeding bacterial colonies. That's why Wazz's idea of smaller photoperiods is a good one.
