Can i plant mangrove seeds in sand? in my sump? Or is there something else i need to do. Any suggestions would help.

I suppose you could try. They might germinate better if you have them somewhere shallower (with more light) than the bottom of the sump. FWIW mangrove plants have proven to be quite poor at exporting nutrients for a tank due to their slow growth. However they do look quite cool.
