Do cleaner packs spawn or grow or do you have replace them every so often?

looking at some cleaner packs I have a new 75gal with just about 8 pounds of live rock starting to get some growth but looking at the cleaner pages, I know there is no way I need a pack for a 75gal as they sell them. So I was thinking of just buying a nano pack for 10-30gal

If I get a smaller pack will it grow to fill its niche or will I have to add to it or replace some every so often?

75gal with built in sump/filter on back of about 85-90 gals total
~8#’s live rock
~50#’s rock
40#’s sand

If it's the standard type of package with crabs and snails, no they don't reproduce in the tank and you do periodically have to replace livestock. But with what you are listing for liverock the smaller pack should be fine. No reason to a) overload the tank and b) have the excess critters starve for lack of food.

adding to the question I got a small pack and they are cleaning

but about half of the Nerite Snails and Turbo Snails seem to hang out at the water line they move and it looks like they are eating

the rocks with brown alge are clean but there are still over half staying up at the water line :?

they are on glass not floating move good but I pick them off put them on the sand or rocks and 6-8hours later they are at the water line agean :(

is this ok or a bad sign or what? as far as i can tell water is good.

i think 82 is high. under 80..78 is better IMO. however, the fact that heat rises would make them head down, not up...right? i don't know...i'm just throwing things out there...
