Ts lighting fixture is 48 inch hangs over tank. The size of the T5s that you will be using is 36 inch.

Actually I'm not sure or the inch, I've been ordering the 54 watts replacements bulbs for it for years.

Do these hang over the tank with a kit or do they have legs that mount on the tank?

They have legs at each end to mount on top of tank. Not hanging. You can mod it to hang.

54w T5HO are 48" bulbs. (Really like 44") but deff not 36" T5HO which are 39w.
