Haha I wouldn't be surprised if that's how it was done. Actually the owner is a colleague of mine - whom was given this in lieu of a debt he was owed. It was accepted because it held water almost to the top actually.
Given the appearance of the seams, it is pretty much required that it be sealed again - either by scraping, cleaning, and generously covering the seam again, and/or:
Another suggestion is to brace the corners with additional vertical glass pieces along the entire length, and then even framed on the outside with wood or some kind of trim to a point of comfortability filling it up.
And/or: fill it halfway and create a saltwater reef paludarium complete with wave surges :scratch:
