Hamilton fixture

I live in Manhattan and have a car. I am right next to midtown tunnel. Does it include Ballasts? Can you give me an address so I can see how far a drive it would be? would you take $200? Not trying to low-ball you its just I have a deal lined up for $250 for tomorrow for same setup but that one is an orbit with built in timers and moonlights and is down the street from me. Let me know
