Why not pick up an old skilter filter? I use to have one and it was actually pretty decent when i had my 10g set up. Works pretty good. For the lights, I'd pick up a reefbrite or something to add on, or a stunner strip.

Modifying Aquaclear filters into fuges is a standard way to go with tanks like this. I have a 7.5 gal with a an AC70 fuge mod, no skimmer. I do 2, 1 gal water changes per week. The chaeto grows like mad and my nitrates are 0.
It's tough getting fish that swim in the water column for a tank this size. I have a yellow clown goby and a red scooter blenny plus a bunch of shrimp.

Here are a couple shots. Tank is about 2-3 months old. The tank light went out about an hour ago. The fuge light is running 24/7 but I'm planning to put it on the same timer as the tank light. In the fuge I have a bunch of chaeto, some live rock plus the bio media that came with the filter, and some filter floss & sponge. The light is a PC.
Other equipment is an ATO from autotopoff dot com using an aqualifter pump. It pumps distilled water directly from the gallon jugs. The tank light is a T5HO nova extreme running 2-18" UVL bulbs. For circulation I use a Koralia Nano.
There are a lot of diy threads on nano-reef for converting a AC into a fuge.
