I think the point here is that frequent water changes may actually exacerbate the problem by causing certain trace elements to raise to unacceptable levels.

This immaterial. You don't need to know what is in the tap water (unless you are worried about drinking it). For the purposes of your reef tank, all you need to know is what is in the tank. The salt concentrations are either known or can be approximated. Food contents can be estimated from my food and additive study. Therefore, you have handles on all the factors you need. It you suspect a problem is caused by tap water, get an analysis from your local water authority or simply go and use RO/DI water.

If you don't do that...you're just shooting in the dark and wasting money on results that aren't accurate.

Nobody is shooting in the dark. At the end of the test, you will know the concentrations of the tested materials that were in the water that was tested.

The results of the analyses of the tap water are as accurate as they can be made to be using the apparatus in question, and are acceptable to both state and federal regulatory agencies.

If you are not satisfied with the experimental design, so be it. Nobody is forcing you to participate.
