How do the par readings compare? I read the 8 bulb tek is 30% less par mid tank than the 6 bulb ati

30% I doubt it.

The Elite comes with new reflectors and active cooling, both cranking up the PAR output.

still with the ATI fixture! Frank why dont you buy a new one? if you buy used you might run into troubles down the line you never know.
