Right now just try and stablize your tank and get the levels correct. You may have the right amount of rock as you can't always go by weight as some rock is lighter than other rock.
If your nitrates are at 40ppm, and that not to bad, you should be able to get it down in time. Once you get it down then you need to look and see if it stays down or goes back up. If it goes back up you then need to look at your tank and see if you have flow problems where stuff is getting trapped causing your nitrates to go up or if you need to add more LR or additional bacteria in your tank.
