Also when i bought the chiller in 04 it was for a 120gallon now I have a little over 200gallons ,it seams maybe its working or maybe underpowered / undersized for my tank .the chiller is a pacific coats 1/4 HP .do I need a bigger one it is this working right ? To me you need to service it!!! I service mine every 3 years with a charge
Also maybe your controller might be broke so try to by pass it and plug straight in. I been using a 1/4 on my 450gal this year and works great as long as it charged. Is your pump feeding it no more then 700gph? I never tested temp coming out but if you don't see it drop in 5mins then you have a problem
I know there is a guy on MR that fixes them, he from NJ

The only way to find out is to turn off the chiller during a day when you're around to monitor the tank and see what temp it gets up to. As long as it stays below 85 you should be fine without the chiller, although getting it charged shouldn't be more than a matter of hours depending on where you go. You should also set the chiller around 82, you'd be surprised how much electric that saves as well as wear and tear on the unit.

Have you cleaned your unit? Take it outside, and wash the radiator with a hose in the opposite direction that the air blows through the radiator to clean any trapped debris.

also,
I have 2 PCI 1hp chillers 2004 models. They do not come with the fittings required to hook up monitoring devices for testing and tuning the system. Before you take it off line, I would check to see if yours has the fittings. Check the freon lines... You might want to contact someone who does commercial refrigeration, and let them know that they will need to install the connections, and confirm that they can do that. Otherwise it will be a wasted trip.

I don't know anyone locally but Polywise makes a good point about cleaning the unit. I would add to check the internal plumbing as well though. That kind of time in service and you probably have some kind of buildup in the pipes. I would clean it out and then set it to 82 and see what happens. If it's keeping the tank at 78 now it's probably still working and just needs a little cleaning and playing with the temp setting.
