I am setting up my 40g breeder rack which contains two 40g DT's and a 40g sump. I have an ESV B-Ionic Doser as well as a Pacific Coast CR-70 reactor. Which should I plan on setting up?

Also I will be setting up a 30g tank in my apartment (rack system is elsewhere) could I possibly use the doser on that or is it made to dose higher amounts then a 30g might really need?

IMO dosers are better for tanks under 90 gallon. Of corse it all depends on consumption. In my experience when the consumption is low its a pain in the @#% to dial in a calcium reactor effluent rate.

That is also true.. depending on corals kept. If it will be a primary for SPS and LPS where demand is higher then it pays to go reactor.

If it's with softies I would not bother. Simple water change is enough.

I got 3 Calcium Reactors (2 for sale) i go back on doser (Vertex Libra). is cheap,more safe, less $, less space ,more control, Calcium Reactor you never now , what you melt (i mean what is on ARM, reactor media) + lower PH, than for small tank u need Good, Good CO2 regulator.
