I try to keep a QT tank's salinity close to the majority of most fish purchases's salinity.
So for most purchases from internet or store, it's 1.018. This way the fish could be transferred right into the QT tank after a 15 minute temperature adjustment.
If your treating fish from your display, then I would set the salinity to the same parameters as the display.

if you're using cupermine, you have to keep normal salinity levels and no carbon. If you're going with hyposalinity, you can't use any cupermine, since the treatments conflict with each other, but you can use carbon.
Personally after using cupermine for a while, I switched to hyposalinity instead, since I've had many fish stop eating while under copper, but they eat normally in hyposalinity.
