To people who value "science" as criteria for management policy I'd like to say...
Why yes child. Quotas are based on cash and gold watches.
Scientific, rational minds should understand the culture of corruption in Indonesia better than they do. Narrow, non interdisciplanary science is hardly a respected tradition there.
To proceed in this way is ineffective and irrational in the extreme. Scientists, NGOs and lily white people who have not had more experience "in country" need to become more street wise and hook up with the locals in order to be effective.
The problem is, they often do hook up with pale, urban locals who speak good English. People as equally out of touch.
This will allow for a good 'Warren report" but it will not get the job done.
