Save your money you won't catch anything right now from the boats in sheepshead with the exeception of the night bluefish trips........which you would not want to go on without a gun, bat, and a large knife!

A 1/4" farmer John will be very comfortable. even though the surface water may feel warm to most but at depth it gets kind of chilly.
there are several dive boats that wreck dive the NY/Nj area
all depends on where you are located.
as Far as The local rivers water quality is a lot better than you are led to believe. the east river is the cleanest of them all and visability is usually 5' or better depending on the tide the harlem river isnt that bad either. the end of off shore dumping of solid human waste ( ebnded 15 years ago) has vastly increased the water quality even off shore.

you might want to venture to beach 8th in rockaway there is tons of tropical fish to be had right in the rocks off the beach. check the tides the water does rip in there

I will be on vacation next week. Where would be the best place to catch some tropical fish. We are talking about off shore here, no boat.

Also, what is the best way to catch them?

how are you going off shore with no boat???
for a beach dive beach 8th in rockaway is a good spot.
take a fish net and a zip lock bag
