ebay gets their fees from the seller listings, and the final auction price too, but mostly from their initial listing. So ebay will take sides of the seller most of the time, even if it's a scam artist and you'll find many on ebay. It also takes quite abit of complaints to have some one shut down, even if it's really clear that the person is a scam artist or being dishonest. Also ebay takes no responsibilities for it's sellers or what they're selling.

And if you leave negitive feedback for someone they can leave the same for you even if you where 100% right in the deal. Even if you go to safe harbor or file a claim through Paypal and win ebay will not take away the negitive feedback from you. What they have now is a rating withdrawn where the buyer and seller mutually agreed to withdraw feedback against each other. It basically lets you take away the negitive against you but lets the seller off the hook.
