you should get better test kits. With those API kits you're better off taking a mouthful of tank water swishing it around for a minute or two and taking a guess at your levels.

What test kits do you use? I also use the red sea kit it's old I use a bunch I gotta look

You should get better test kits,try salifert. Also it looks like several things, with better test results a positive ID can be made. You say you just got your lights back, then its possible it could be diatoms. If it is stringy then diatoms could be possible. Also as mentioned a possible GFO leak when it was added.
