I think its diatoms I might be wrong but that's what i came up with after doing research I had the same problem in the past 3 weeks .
It went away over the weekend the only thing I did before I went away was a water change with a brush attachment I made on the siphon hose (but this has been done weekly with only short term results)
I added about 100- 150 blue leg tiny hermits (I doubt that did it)
I changed my ro sediment filter and back washed the carbon filter on the ro system not that all these filters were only 1 month old . The sediment filter was covered in mud and I have noticed that when it gets like that I start getting a greenish brown algae on the rocks and the diatoms with the bubbles like your picture as soon as I change the sediment filter it seems to go away within a few days . I don't know if it's something in our water system that covers the filter with mud or if possibly my water main has a leak and sucks in mud (I don't even know if that's possible but heard something about broken mains and brown water)
Unlike your picture the slime and bubbles on mine was a little more rusty colored.
ro tds was 7 and rodi that feeds the tank was 4 before I cleaned the filters now its 6/3 I'll probably change out all the filters again but that sucks to have to do every month
