Can you tell if the stalks are filled with water like an anemone or are strong/stiff like a starfish? Can you see the base at all? It could be a couple of different things, I'm going to guess they are some strange sort of small basket star but I've never seen anything like it.
It is undoubtedly preying on things floating in the water so make sure you keep up the cyclopeeze or whatever you are feeding.

Well its kind of has the movement of a feather muster but just not as quick and not as senceable. They don't dash in when scared.. they slowly guide themselves back in. It's not filled with water like anemones. More of like... I don't know hair or thread like? They are soft, not like starfish. They live deep in the rocks and when the light turns on they come out. There has to be a good 15 of them. You say safe maybe?

yeah they are weird lol. ill make a video for you showing how they react to movement and lights turning on and off. but you can see just from the first picture they are growing everywhere. 15-20 are complete peices opening like a flower. then there are just branches randomly everywhere.
