This was a slam-dunk case. Those fishermen were caught with cyanide on the boat, and the fish tested positive. They all should have gone to jail for a LONG TIME.
After the LAB mixup, or whatever you think happened, they were all let go.
When the results finally did come back positive, the boat captain and all the fishermen were long gone. The prosecutor had to drop the case because there was no one to file it against. They also could not prove (because of the fact that the fishermen were gone) who actually owned and financed the boat.
I have since heard that the tribes no longer want to bother with the Filipino justice system because it is so dysfunctional.
Frankly, I don't know which is sadder.

P.S. The Philippines has one of the best legal codes in the world. But, without enforcement, they are so many words...
