Do you have the built in biowheel filter running? That should really be enough, but you just want some water movement in the tank, so if you want to use the powerhead, put it on "low". I have a 10gal and just run a Whisper Power filter on it.

I would assume you would want to use an overflow box to pull water/skim water from the main tank to the sump and pump up to the refegium and then gravity feed into the tank. I would also add a skimmer into the sump and remove the wet/dry filter.
