how far do the floor joist span.. if its less then 12-16 feet your more then fine with those stats..
did they plan on your house being a commersial space or something? LOL JK..
more support definately wont hurt anything.. and yes I would do anything to move weight away from the area.. such as...
umm.. Len.. its best to do the reinforcement before there is a load on the floor.. are they going to jack up the floor or move the tank when there doing this???????
its a matter of were protiens and fats stettle in the water coloem.. and they happen to float.. so.. the better the surfase water is skimmed before returned to the main (to be remixed and have to wait for the protines to float back out) the better. The matched flow just makes sence to me...

I think your experaince propogating SPS coarls and in system design alone would be plenty to offer the hobby comunity.. (even if you think they will not want to take your advice)
Im currious why you think a sligtly higher flow then your skimmers flow through rate would be better then the same flow as your skimmers flow through rate? or is this a causionary idea.. in wich case I would think a slightly lower flow would be safer to insure the most skimulate production...

Im sure in a closed loop will give the pump the least amount of stress thus letting it run as cool as possible.. no worries here.. :P

I suppose it might not in the application Im planning for it, closed loop.. I hope anyway.. :P
you did your reaserch and know the specs of the pumps so if your going to get a flow thats close to the flow going through your skimmer through your sump with one of those pumps then that would be ideal..
