I have it in my 3 month old tank. It covers the sand and rock in a blanket. I sucked out what I could and added phosguard what else can i do?

I have it, how do I get rid of it. I added phosguard, and sucked out all i could. It blankets the rock and the sand witch make it difficult to suck out. How do i keep it from coming back!
