Are you saying the pump is returning water to your tank faster than your tank is sending the water back down to your sump?
So you put a valve between the pump and the piping that tanks the water to your tank...and turned the valve to slow the water flow down...right?

What is the distance between the pump & where the water goes back into the tank?
The pump is rated for 630gph at '0' head..here is the manual for the pump
http://www.tanganyika.dk/manuals/OceanRunner.pdf

Is your tank RR or are you using an overflow box? If so, what size ofb, or how many drains are in the tank?
Most overflows handle 600gph, that said... if your sump is under your tank (?).. there shouldn't be a problem as the overflows should be sending enough water back to the pump...
Do you have a pic of the set up?
What size is your tank?

no the water is coming down to the sump fine, but my pump is sending the water back to the tank too fast.

What is the distance between the pump & where the water goes back into the tank? about 3 feet

im using an overflow box

Is the rear portion of the ofb about 6" x 3" or so and does it have one drain line coming out of it that's about 1" wide?
I'll assume you are using a 'u' tube in the ofb..is there an air bubble in the tube that might be slowing down the return flow to the sump?
If your pumps is rated at 630gph at '0' head..then it's even slower at a 3 foot head so it really shouldn't be pumping more water to the tank than your ofb can return to the sump...

Is there a valve on the drain from the tank that might be turned down?
And maybe a silly question but with the return pump shut off how deep is the water in the sump above the pump itself?
The pics will help :)

Never put a valve an the intake side of the pump only on the output. It puts too much strain on the pump. If it pumping too much water back to the tank turn down the flow with the valve from the output side of the pump.

The sound is your pump burning out...
The pump you have is to fast for the overflow box...
Your overflow probably has 1 line running down...
To use the pump you have you need 2 lines going down...
To use the overflow you need to change the pump to a slower one (less gph)...
