Rookie Mistake I Need Help Anyone

I would think that a basement would stay realtivly cool in the summertime...you are underground and all....
does your tank get to hot now? My apt runs about 5-7 degrees hotter in the summer months...so I need a chiller....when I upgrade my tank, I will be using only fans...

as far as the hang on fuge by cpr....a real fuge needs to be the same size or bigger than the display to work well....a small 10 gl hang on fuge would do basically nothing for you

MY BASEMENT GETS A LITTLE HUMID, so ill keep my eye on the temp

Fist thing I would do is ease up on the bio load. Alot of fish with very little filtration=problems. And try to pick carefully what you put in your system. I see 3 different species of clown fish. That could be a issue in the future. until your finances are in order, lots of water changes and minimal feedings. Just a suggestion.
