Can this be used safely and effectively on a smaller system total water volume around 75-100 gallons?

Absolutely... It's rated to 150 gallon. In terms of safety, it should really be used with an effluent cup, pH probe, and apex, but plenty of people run them without a controller. Once you get the reactor dialed in, you touch it almost never
