these are radioactive dragon eyes

that rock looks like its zoas from vietnam, you prolly have a mix of some fruit loops, and watermelons on there and some variations of both. Those rocks are really cool, they come with a ton of zoas on them and they will change color over time... you can end up with some pretty wild stuff, but those arent dragon or eagle eyes.
