Rudy Balmores widow
People,
Our friend who died in Tonga Rudy Balmores was the father of one small child and the husband of ;
Vilma Balmores
She can pick up a Western Union in nearby town of Batangas City.
However, one must have a reciept number ie. wire control number to collect any funds and so it is best for people to consolidate their money and send it one time w/ the one number.
Sending money without the corresponding # makes no sense as they cannot pick it up like that.
So far, we do not have a phone number of hers or a nearby friend to notify of that reciept number....yet we hope to tomorrow.
She is;

Rudy was originally from Bolinao , Pangasinan and learned to collect with nets from the other divers in the area already trained. If he went thru any formal training to dive scuba it is unknown at this time.

The other diver who died in Vanuatu last month graduated from a net training project in 1993. He was from Mascinloc, Zambales, Philippines and was single. I am hoping for his name soon.
There was always talk of actual SCUBA certifications to qualify for foreign service, but wether or not any one of these guys took the classes is unknown to me.
I taught him net training in his village in the second batch as we called it. The second batch of 40 trainees.
We stressed safety diving a good deal in this project in an uncomplicated way so fisherman would understand it.
Still, 14 years later, one of our guys is dead.
The pressures people accept to please authority and the bosses is unfortunate. The threat of not working, not getting paid and being sent back home pushes them over the line they would not cross if allowed the choice.
This type of coercion resulted in the deaths of these guys.
The least we could do is send something to Rudys wife..
